In October 2014, Mitch Hurwitz revealed that he was re-editing Season Four in chronologic order, primarily to encourage Fox to produce a fifth season or movie. In May 2016 he revealed that it was complete and the end result was 22 episodes with new narration.
In May 2013 before the series was released Hurwitz encouraged everyone to watch the 15 episodes in order in order to appreciate the layered storytelling mechanism they crafted.

"Right now, I’m cutting a version of Season 4 that tells it chronologically. Season 4 was always meant to be act one of the three-act structure where everything goes sour."Mitch Hurwitz interviewed by Pretentious Film Majors
After the interview Hurwitz mentioned that the re-cut was happening primarily "to try and get the studio more interested in Season 5."
Ron Howard - Recording New Narration
Ron Howard tweeted a couple of pictures saying: "Recording new narration for re-edit of @ArrestedDevelopment 4. New footage, new jokes - Feels like a whole new season"
May 2016 update
In an interview with Esquire for his new show Lady Dynamite Mitch Hurwitz said:
Hurwitz: There's a recut, too, of the fourth season, just to make it airable on TV. They're like the old Arrested Developments. We redid all the narration and reshot a few little things. Now we have 22 episodes, and they're delightful to watch and they're much less work than the Netflix series. My hope is we'll find a place to air those.Esquire.com
