Concerning whether he planned it, probably not, but Mitch Hurwitz has said he goes back to fill roles with characters they've already established similar to The Simpsons (for example, they needed a real estate agent, so they got Ed Helms for season 4). There is a good reason why Mitch would remember Eli Vargas. In his Reddit AMA, he responded to this question:
Who is your favorite non-Bluth character?
My favorite non-Bluth characters are the 3 guys in the 1920's Mexican film where we saw the origin of the Chicken Dance. Their names are Gustavo, Enrique, and Paco (*whose name is also actually Gustavo). And they were played by Jason, Will and Tony.
That scene immediately follows the scene with Eli. I'd bet that's how he cast Perfecto, and you might as well say he's Perfecto. However, because the kid in Development Arrested is uncredited, I can't say for sure, but it seems to make sense.
There's a way this might tie together. Ann was left in Mexico in the same spot as the poor boy selling gum. She learned he was an orphan, and eventually the Veals took him in as a foster child. He ran away, was taken in by Lucille Austero, and eventually screwed the niece of the man who chicken danced in front of him 8 years earlier. Makes sense. Right?
